LTO to issue printed plastic cards following CA decision
Last week, the Court of Appeals (CA) lifted the injunction order that was issued by a Quezon City Regional Trial Court in August 2023 vs the multi-million peso supply contract for driver’s license (DL) plastic cards.
Now, the Land Transportation Office (LTO) is proud to announce that the agency has received at least 1 million plastic cards in its headquarters in Quezon City and more will be delivered soon.
LTO chief, Atty. Vigor Mendoza II, said that even from the start, the agency has argued that public interest must prevail over any business interests. “Even before, we have been arguing that public interest must always prevail over business interest and in this case, the CA clearly saw the soundness and validity of the arguments we presented through the Office of the Solicitor General,” said Mendoza.

With the injunction lifted, motorists can now renew their DLs and have their licenses printed on physical plastic cards.
Based on the LTO memo, the following schedule for renewal are approved:
For driver’s licenses with expiration dates from April 1 to August 31, 2023 and April 1 to April 30, 2024, they are scheduled to renew their licenses from April 15 to April 30, 2024;
For driver’s licenses with expiration dates from September 1 to December 31, 2023 and May 1 to May 31, 2024, they are scheduled to renew their licenses from May 1 to May 31, 2024;
For driver’s licenses with expiration dates from January 1 to March 31 2024 and June 1 to June 30, 2024, they are scheduled to renew their licenses from June 1 to June 30, 2024.
“Failure of the driver to renew his/her driver’s license within the prescribed schedule shall render the license expired,” the memorandum read.
Mendoza said the schedule list was aimed at ensuring that motorists would not flock to LTO offices nationwide.
“The list will ensure orderly distribution. This list will be posted in our LTO offices and in our social media accounts so we appeal to our clients to always keep themselves updated,” said Assec Mendoza.
”We’ve made the schedule for processing and claiming so that our offices will not be overwhelmed and eventually we will have an orderly process and distribution [of plastic cards], said Mendoza.
Mendoza said he had already instructed the regional directors to coordinate with the LTO Central Office for the delivery of the plastic cards down to the District Offices and satellite offices nationwide.
