NCAP cable thieves arrested by authorities
The Metropolitan Manila Development Authority (MMDA) has lauded the recent arrest of three individuals suspected of stealing crucial fiber optic cables for its No Contact Apprehension Policy (NCAP) along the EDSA-Guadalupe footbridge.
MMDA Chairman, Atty. Don Artes, commended the swift response of the Makati City Police Station following the incident, which occurred on June 20.
The theft was discovered four days later, on June 24, when CCTV cameras in the area began malfunctioning and disconnected, indicating a compromise to the NCAP’s surveillance operations.

Investigators revealed the stolen cables, with an estimated value of PHP 104,000, were allegedly sold to various junk shops. The suspects were apprehended upon their return to the Guadalupe area while attempting another theft, but failed to notice the patrolling police officers. Authorities recovered assorted cutting tools from the individuals.
The arrested suspects have undergone inquest proceedings and remain detained at the Makati City Police Station.
The MMDA stated it will directly coordinate with the Philippine National Police – National Capital Region Police Office (PNP-NCRPO) to prevent future occurrences. The agency also issued a strong warning that tampering with public infrastructure is illegal and punishable by law.
