EEI and CM Pancho to finish CALAX Governor’s Drive–Kawit Segment

CALAX Governor's Drive to Kawit will be finished by EEI and CM Pancho contractors

MPCALA Holdings Inc., concessionaire of the Cavite-Laguna Expressway (CALAX) and a subsidiary of Metro Pacific Tollways Corporation (MPTC), announced that the company has signed with EEI Corporation and CM Pancho Construction, Inc. (CMPCI) to undertake the remaining construction works of the expressway.

Under the deal, EEI Corporation will manage construction for Subsection 1 (Open Canal to Kawit), while CMPCI will be responsible for Subsection 2 (Governor’s Drive to Open Canal).

The partnership represents a significant step toward completing the full alignment of CALAX, which is a 45-kilometer toll road designed to improve connectivity between Cavite and Laguna. Once fully operational, the expressway is expected to ease traffic congestion, reduce travel times, and enhance mobility for both commuters and commercial transport.

At present, CALAX has opened several key sections, including interchanges at Laguna Technopark, Laguna Boulevard, Santa Rosa-Tagaytay Road, Silang East, and Silang Aguinaldo (nearest to Tagaytay City). Work continues on the remaining segments, with Subsection 3 (Silang Aguinaldo to Governor’s Drive) targeted for completion in the first half of 2026.
