LTO to continue cracking down on illegal, non-compliant mufflers
Following a productive dialogue with Sen. JV Ejercito, the Land Transportation Office (LTO), led by Assistant Secretary, Markus Lacanilao, has clarified its position on aftermarket modifications, particularly concerning motorcycle exhaust devices.
In a recent statement, the LTO says it wants to make it clear that its focus is not on penalizing legitimate buyers of aftermarket mufflers, but on apprehending those using illegally modified or non-compliant devices. Asec. Lacanilao, also assured the agency’s commitment to fair and transparent enforcement of regulations.
LTO adds that “mufflers purchased from authorized dealers, which are branded and have undergone the necessary processes to meet national standards, are generally not subject to apprehension.”
The LTO also said these aftermarket modifications often come with catalytic converters and comply with the country’s noise and emissions standards. Motorists who purchase such legal mufflers are not required to carry certifications from manufacturers or assemblers to prove their legality. The agency also noted that products cleared through the Department of Trade and Industry (DTI) are inherently considered compliant with national standards.
The LTO has vowed that it will continue targeting illegally assembled mufflers or those that violate DTI standards lacking emission controls, aiming to curb noise, pollution, and unsafe vehicle modifications while promoting road safety and public order.
