Group seeks legal review and possible refunds for motorists who paid the fee.
Coalition 169 has launched a nationwide campaign seeking a legal review of the PHP 169.06 computer fee collected from motorists transacting with the Land Transportation Office (LTO), as well as the possible refund or restitution of fees it estimates have reached PHP 28.56 billion.
Dubbed “Refund 169,” the campaign focuses on the continued collection of the fee through the LTO’s STRADCOM-operated IT system.
Coalition 169 said the campaign has received support from several transport and civic organizations, including FELTOP, represented by Jun Braga; the MC Taxi Community, headed by Romeo Maglungsod; various TNVS groups; and consumer and youth organizations.
According to the group, its PHP 28.56-billion estimate covers computer fees collected from February 2013 to the present.
The issue also affects motorcycle riders who regularly transact with the LTO for vehicle registration, licensing and other services. For riders who use their motorcycles as a source of income, the PHP 169.06 fee represents an additional expense each time an applicable transaction is made.
Coalition 169 spokesperson, Johnny Gomez, said the group sees Refund 169 as the next step in its campaign for accountability and to determine whether motorists may be entitled to restitution.
Refund 169 is the next step in our continuing campaign for accountability, transparency, and good governance. Every Filipino deserves to know whether these collections were lawful and, if they were not, whether the public is entitled to restitution.
The group raised three key issues in its May 4, 2026 graft complaint before the Office of the Ombudsman, which remains pending.
Among the group’s requests is the refund or restitution of the PHP 169.06 computer fee collected for transactions processed through the STRADCOM-operated LTO IT system following the expiration of the Build-Own-Operate (BOO) Agreement on February 10, 2013, until the final resolution of the case.
Coalition 169 is also seeking the suspension of the PHP 169.06 fee, as well as the turnover, remittance or release of computer fees collected through the system while the complaint is being resolved.
The group is also seeking the cessation of what it describes as unauthorized operations involving the system.
