Mandatory reflector vest ordinance passed in Pangasinan
The Provincial Government of Pangasinan recently passed Ordinance 325-2024. Under the new ordinance, motorcycle riders including pillion riders, cyclists, e-bike, e-trike and tricycle drivers are required to wear a reflectorized vest whenever traversing the national and or provincial roads within the Province of Pangasinan between 6 PM and 6 AM.
Penalties
Section 8 of the Ordinance 325-2024 imposes fines of up to PHP 5,000 for violators. “Any motorcycle, tricycle and bicycle drivers and riders traveling from 6:00 PM to 6:00 AM within the territorial jurisdiction of the Province of Pangasinan caught not wearing a reflectorized vest and no high visibility material on their backpack in violation of this ordinance shall be punished with a fine of: PHP 1,000 for the second offense, PHP 2,000 for the third offense, and PHP 5,000 and/or imprisonment of not more than 1 year at the discretion of the court.
The first offense only constitute a warning from the implementing authorities such as the PNP, LGU and barangay road and traffic officers.
Backpacks of riders, as well as top boxes, are also required to have a reflective material to improve visibility under this new provincial ordinance. The effectivity shall take effect upon approval and after a copy hereof shall be posted at the Provincial Capitol and other prominent places in the municipality/city and barangay halls for a minimum period of three consecutive weeks and published in a newspaper of general circulation in the Province of Pangasinan for a period of two consecutive weeks.
