PBBM appoints former PNP Chief Nicolas Torre as MMDA General Manager
The Metropolitan Manila Development Authority (MMDA) has welcomed the appointment of former Philippine National Police (PNP) Chief, Gen. Nicolas Torre III, as its new General Manager, expressing confidence that his leadership will further strengthen the agency’s mandate in traffic management, public safety, and metropolitan governance.
The MMDA conveyed its full support for President Bongbong Marcos’ decision, noting Gen. Torre’s long and distinguished career in law enforcement and public service. As PNP Chief, Torre was known for his firm stance on discipline, accountability, and operational efficiency. Prior to leading the national police, he held key command posts, including stints in top investigative and operational units, where he earned a reputation as a hands-on leader with strong experience in urban security, crisis response, and organizational reform, which are areas closely aligned with the MMDA’s responsibilities in Metro Manila.
MMDA Chairman, Atty. Don Artes, welcomed Torre’s entry into the agency, saying his background and leadership style are expected to be a valuable asset. “Gen. Torre is a welcome addition to the MMDA family. We are confident that his experience and decisiveness will be a big help to the agency as it continues to address Metro Manila’s complex challenges,” Artes said.
The MMDA also took the opportunity to thank outgoing General Manager Procopio Lipana for more than three years of dedicated service. Under Lipana’s tenure, the agency implemented key programs and institutional reforms that contributed to improved coordination, enforcement, and public service delivery.
With Gen. Torre at the helm, the MMDA reiterated its commitment to sustaining and building upon these gains, as it continues to pursue safer, more efficient, and more orderly mobility and development across Metro Manila.
