LTO orders complete phaseout of legacy Stradcom IT system, mandates full transition to LTMS
The Land Transportation Office has officially directed all of its regional offices, branch sites, and third-party centers to halt the use of the legacy IT system provided by Stradcom. Under new operational guidelines issued by LTO Chief Assistant Secretary Markus V. Lacanilao, the agency will now process all vehicle registrations, driver's licensing, and corporate inventory reporting exclusively through the Land Transportation Management System.
This sweeping directive follows an order issued by the Office of the Ombudsman, which instructed the transport agency to terminate its reliance on the decades-old Stradcom LTO-IT platform and complete the long-overdue transition to the modern digital infrastructure.
According to Memorandum No. MVL-2026-207 and Memorandum No. MVL-2026-208, the immediate suspension of Stradcom system access applies to Enhanced Driver’s License System Pilot Sites and all 42 designated Temporary Offsite Printing Offices nationwide. The full migration covers Certificate of Stock Report processing, initial motor vehicle registrations, registration renewals, driver's license applications, duplicates, replacements, updates to personal information, and miscellaneous transactions.
Lacanilao has instructed regional officers and site administrators to coordinate directly with the LTO Central Office to manage user access levels, system configurations, and daily operational requirements to avoid disruption to frontline services. Operational difficulties, technical bugs, or access limitations encountered during this final transition window must be escalated immediately to the Management Information Division for technical resolution.
The LTO chief noted that the continuous modernization of the agency's internal tools remains central to removing bureaucratic delays and delivering consistent service to the motoring public. By consolidating all processing under a single unified digital portal, the agency aims to streamline transaction times and establish a more reliable digital service standard across every branch nationwide.
