LTO permanently revokes license of MMDA GM Nicolas Torre’s driver
The Land Transportation Office (LTO) has permanently revoked the driver’s license of the assigned driver of Metropolitan Manila Development Authority (MMDA) General Manager Nicolas Torre III following repeated traffic violations involving the official’s Toyota Fortuner.
The case began when the vehicle was caught using the EDSA Busway, a lane MMDA leadership earlier said was reserved only for the EDSA Bus Carousel, emergency vehicles responding to emergencies, and government officials the President, VP, Chief Justice, Senate President and the Speaker of the House.
LTO’s investigation found that the involved Toyota Fortuner was privately owned, but was illegally carrying MMDA markings, blinkers and sirens. It was also fitted with a government-issued license plate assigned to an MMDA utility vehicle.
These findings prompted the LTO to issue a Show Cause Order (SCO), after which Torre voluntarily surrendered the vehicle. The vehicle remains in LTO custody as of this writing.

Multiple traffic violations
On August 29, 2026, the LTO issued another SCO against the vehicle’s registered owner after finding that the same driver was behind the wheel during another traffic violation.
The agency said its investigation uncovered repeated violations and the unauthorized use of the vehicle and identities. It subsequently declared the driver an Improper Person to Operate a Motor Vehicle and permanently revoked his license.
The MMDA, meanwhile, said Torre has filed for leave effective today, September 8. The agency did not say how long he would be away from office or the reason behind the leave.
Torre had earlier defended his use of the EDSA Busway, saying his duties as MMDA general manager required him to inspect operations and direct personnel on the ground.
