MMDA now allows big bikes (400cc and up) to use normal lanes
Update: MMDA now says "big bikes" 400cc and up do not need to use the motorcycle lane
As previously reported, the 2025 version of the MMDA’s No Contact Apprehension Policy (NCAP) is still in its nascent phase, with the agency actively working to fine-tune its operational details.
Naturally, questions arose requiring clarification, one of them regarding the MMDA’s policy on big bikes and its Motorcycle Lane (MC Lane) currently enforced on Commonwealth Avenue in Quezon City. This concern stems from how some Local Government Units (LGUs) previously exempted big bikes from MC Lane rules under their NCAP versions, prior to the Supreme Court’s 2022 Temporary Restraining Order (TRO) on the said contactless policy.
‘Big bikes’ is actually a collective term referring to motorcycles with engine displacements of 400cc and above, therefore allowing use in tollways.
Based on MMDA's new announcement today, June 5, 2025 via their Official Facebook Page post now says otherwise. They still reiterated that "Lane Splitting" is still prohibited.

Yesterday, June 4, 2025, the MMDA advised MotoPinas.com that big bikes were not exempt from the MC Lane rule.
Speaking with the MMDA’s No Physical Contact Policy Program department, they clearly said that 400cc and up motorcycles are NOT exempted from the MC Lane rule.
“Big bikes [400cc and up] are not exempted,” said the MMDA’s No Physical Contact Policy Program department to MotoPinas.com.
That said, all expressway-legal motorcycles must obey the MMDA’s rule on the MC Lane whenever riding along Commonwealth Avenue. Currently, the MMDA fines motorcycle violators PHP 500, while PUV drivers are set to receive a PHP 1,200 penalty for using the exclusive lane.
