MMDA warns against plate tampering to avoid NCAP
Since Monday’s implementation of MMDA’s No Contact Apprehension Program (NCAP), the agency has said that hundreds of traffic violators have already been caught by its CCTVs, which are spread along 22 of Metro Manila’s major roads.
Everything starts and goes around the MMDA Command Center. For example, when a motorist commits a traffic violation, an MMDA operator in the command center reviews and validates the footage. The operator will then verify the vehicle or motorcycle’s registration information through the LTO’s Information Query Facility. After verification, the MMDA operator then encodes the violation into the NCAP system, which generates and sends a Notice of Violation to the registered address of the violator.
Now, some motorcycle riders have been ‘creatively’ trying to ‘outsmart’ the system by intentionally concealing their license plates. The MMDA says that this is illegal and warrants a PHP 5,000 penalty.
According to MMDA, since the implementation of the NCAP, the agency has monitored and reported various methods used to cover, hide, or tamper with parts or the entirety of vehicle license plates. This is done to avoid being captured by CCTV cameras and evade apprehension under the policy. Some of these methods include using packing tape, masking tape, cloth, face masks, and more. Attaching any accessory or device to any part of the plate that obscures its clear visibility is also prohibited. Traffic enforcers will apprehend violators, who will face a PHP 5,000 fine.
