Toll collection on newly opened C5 Link segment postponed by PRA
Toll collection for Segment 3B of the C5 Link Expressway was set to begin today, following its opening to motorists on March 30, 2026. The segment links Dr. A. Santos Avenue (Sucat Road) to C5 in Taguig.
However, the Philippine Reclamation Authority (PRA) has postponed the rollout until further notice, citing the ongoing fuel crisis and the State of National Energy Emergency.
In a statement, the PRA said the Notice to Start Collection (NTSC) issued by the Toll Regulatory Board (TRB) will depend on the outcome of deliberations by the Manila-Cavite Toll Expressway Project Committee under the joint venture agreement. It confirmed that new toll rates will not be implemented today, May 5, 2026.
The PRA said toll collection remains its responsibility under the Toll Operating Agreement, carried out through its O&M arm, PEA Tollway Corporation (PEATC).
PEATC has been directed to inspect the entire expressway and ensure that punch list items from the Certificate of Substantial Completion, Road Safety Audit, and Site Acceptance Test are addressed before toll operations begin, to avoid issues from motorists.
The PRA and PEATC added that while commercial returns remain a factor, they are guided by public interest and broader social concerns, and remain committed to supporting efforts to ease the burden on essential transport services for Filipinos.
