VinFast EVO, Feliz II and Viper now approved for LTO registration
Following its “officially official” Philippine launch, VinFast’s electric motorcycles have now received the go-ahead from the Land Transportation Office (LTO), clearing the way for customers to have the EVO, Feliz II, and Viper properly registered for road use.
Based on LTO Memorandum Circulars dated July 21, 2026, the three VinFast electric scooters are to be accepted by all New Registration Units (NRUs), as well as authorized District and Extension Offices.
The LTO has classified the EVO, Feliz II, and Viper as L3-category motorcycles without sidecars. They will be assessed the applicable Motor Vehicle User’s Charge (MVUC) for motorcycles under Republic Act No. 8794.
The LTO memorandum also confirms that these VinFast electric scooters qualify for the incentives provided to electric vehicles under Republic Act No. 11697, or the Electric Vehicle Industry Development Act (EVIDA).
In other words, VinFast’s electric scooters are now officially in the LTO system, giving buyers a clear path to registration and legal road use in the Philippines.
Why are there six models when VinFast only has three?
You might have noticed something odd in the LTO listings. There are two entries each for the EVO, Feliz II, and Viper, making six listings in total even though VinFast only offers three electric scooter models in the Philippines.
We checked with our friends from VinFast E-motorcycle in Vietnam through Viber, and they confirmed that these aren’t six different models. The duplicate listings simply indicate if the scooter is equipped with one or two batteries.
Take the EVO, for example. The LTO listing includes the EVO TWO and EVO PLUS TWO.
The EVO TWO has a listed top speed of 64 km/h, a battery range of up to 41.14 kilometers, and maximum electric power of 2.45 kW. This refers to the EVO running on a single battery.
The EVO PLUS TWO, on the other hand, has a listed top speed of 80 km/h, a range of up to 115 kilometers, and maximum electric power of 5.2 kW. That’s the same EVO, but with two batteries.
The same naming convention applies to the Feliz II and Viper. The LTO listings for the Feliz II TWO, Feliz II PLUS TWO, Viper TWO, and Viper PLUS TWO refer to the same respective models, with the difference being the number of batteries installed.
So, no, VinFast hasn’t suddenly added three new electric scooters to its Philippine lineup. The six LTO entries simply account for the one-battery and two-battery configurations.
VinFast electric scooter prices
The EVO now starts at PHP 62,900 under the battery subscription program. Buyers who want to own the battery can get the scooter with one battery for PHP 75,600, or two batteries for PHP 88,300.
The Feliz II starts at PHP 64,900 with the battery subscription plan. With battery ownership, the price is PHP 77,600 with one battery and PHP 90,300 with two.
The range-topping Viper starts at PHP 73,900 under the subscription program, while units with one and two batteries are priced at PHP 89,600 and PHP 99,300, respectively.
Compared with the previous prices, buyers can now save as much as PHP 8,000, depending on the model and battery configuration.
