Modified mufflers prohibited in Manila
Today marks the inauguration of Mayor-elect Francisco Domagoso, more popularly known as Isko Moreno. During his inaugural speech, ‘Yorme’ announced several Executive Orders had been signed during his first day in office for the greater good of Manileños, one of which is the strict implementation of City Ordinance 8772, which basically prohibits modified mufflers/exhaust pipes in all types of vehicles within the country’s capital.
Loud pipe = PHP 1K to 5K penalty
On his first day of office as newly elected mayor, ‘Yorme’ signed Executive Order No. 4, ordering the strict implementation of City Ordinance 8772 or the Motor Vehicle Modified Muffler Noise Ordinance of the City of Manila. You can view the ordinance here.
In a nutshell, this ordinance prohibits any type of motor vehicle—motorcycles, cars, PUVs, vans, buses, SUVs, etc., from operating with a modified muffler that “emits and produces noise levels beyond the national standard of 99 decibels taken at an engine speed of 2,000 to 2,500 rpm.
If, in the event your motorcycle or vehicle is not compliant, you may face a penalty of PHP 1,000 for the first offence, PHP 3,000 for the second offence, and PHP 5,000 for the third and succeeding offences. All of these include the removal of the modified muffler or exhaust pipe in favor of the City of Manila.
If you think that your motorcycle or scooter may not pass 99 decibels in the decibel meter, you might want to go back to stock, or do not pass by the City of Manila.
