Skyway Stage 3 could be FREE in come sections during EDSA rehab
The Department of Transportation (DOTr) has outlined its plans to mitigate the impact of the upcoming EDSA rehabilitation, set to begin on June 13, 2025. Among the proposed measures is making Skyway Stage 3 accessible to motorists without charge.
Transportation Secretary Vince Dizon stated that the DOTr and the Toll Regulatory Board (TRB) are collaborating closely with San Miguel Corporation (SMC)—the builder and operator of Skyway Stage 3—to potentially waive toll fees at select entry and exit points during the EDSA rehabilitation, which is expected to last until 2027.
The DOTr anticipates that once negotiations with SMC are finalized, this toll holiday will be implemented sometime in July or August.
The agency also acknowledges that a toll holiday would mean significant financial losses for SMC as an investor. In return for this gesture of bayanihan—the Filipino spirit of communal unity and cooperation towards a common goal—the government will offer the company some form of reprieve.
“We understand that this temporary arrangement might result in a loss of income for SMC, the operator of Skyway. In response, the DOTr and TRB are exploring options to grant SMC some reprieve, including a possible extension of their concession agreement with the government,” the DOTr explained.
The DOTr expressed its optimism for this display of the bayanihan spirit with the private sector, viewing it as an opportunity for them to work together to ease the burden on motorists and passengers while the agency continues its efforts to make EDSA better, safer, and more convenient for everyone.
