Nationwide reshuffle at LTO District Offices underway
The Land Transportation Office (LTO) Chief is not happy with the agency’s performance, particularly at the District Office (DO) level. Because of this, the LTO has announced that it is set to implement a nationwide reorganization of its DOs, following reports of poor performance in the license plate distribution and enforcement against unregistered vehicles. The directive, according to the agency, forms part of the President’s call for a stronger, more efficient public service under the Bagong Pilipinas agenda.
LTO Chief, Assistant Secretary Atty. Vigor Mendoza II, confirmed that he has already issued a memorandum to all Regional Directors, ordering the review and reassignment of District Officers. He said monthly accomplishment reports revealed alarming slowdowns in plate distribution, a significant drop in apprehensions of unregistered vehicles, and weak enforcement against colorum operators, which is a long-standing issue that continues to hurt legitimate transport groups.
“While most district offices are performing well, complacency has set in among some officers, particularly those who have held the same posts since the start of this administration. This is unacceptable,” the LTO Chief said.
The reports also showed that outreach licensing and registration programs have almost come to a complete halt, while the rollout of key initiatives, such as the three-day release of license plates and OR/CR for new vehicles, has suffered setbacks. Mendoza stressed that these failures undermine public trust and contradict the administration’s promise of faster, more reliable government service.
Regional Directors have been instructed to submit reassignment proposals for underperforming District Officers by October 3, after which the reorganization will take effect immediately.
