LTO ‘elated’ at being recognized in PBBM’s 4th SONA
The Land Transportation Office (LTO) is elated following President Ferdinand “Bongbong” Marcos, Jr.’s acknowledgment of their successful efforts to eliminate the 11-year backlog on license plates during his 4th State of the Nation Address (SONA) on Monday, July 28.
LTO Chief Assistant Secretary, Atty. Vigor Mendoza II, reflected on a meeting last year where President Marcos Jr.’s “determination to address this problem” and commitment of “full support” provided the necessary impetus.
This Presidential backing empowered the LTO to promise the completion of plate printing and distribution within the first semester of the current year. On the final day of June 2025, the LTO fulfilled this commitment by printing the last batch of the long-standing license plate backlog.
Currently, the LTO’s primary focus is on the immediate distribution of these license plates to their rightful owners. This effort is supported by the availability of an online platform, LTOTracker, which includes an option for door-to-door delivery.
Also in line with the President’s directive to ensure the immediate availability of license plates and Official Receipts/Certificates of Registration (OR/CRs), the LTO recently launched the Plate Registration Management Information System (PRMIS). This new system effectively terminates a 60-year cycle of burden for Filipino motor vehicle owners, who often endured months or even years of waiting for their registration documents and license plates.
Mendoza also highlighted the significant transformation within the LTO under the Marcos administration, noting the accelerated release of documents, courageous and swift action against reckless drivers, and the universal availability of license plates.
“Napakalaki na ng ipinagbago ng inyong LTO sa ilalim ng administrasyon ng Pangulong Marcos: mabilis na ang release ng mga dokumento, matapang at mabilis na ang aksyon laban sa mga kamote sa kalsada-- at lahat may plaka na!” said Mendoza.

He emphasized that these successful programs and projects are the product of the collective efforts of the men and women of the LTO, guided by its parent agency, the Department of Transportation (DOTr).
