Street parking ban in NCR approved by MMC
Metro Manila’s already narrow and congested roads have long been made worse by vehicles occupying public streets, turning major arteries into parking lots. To finally fix this, the Metro Manila Council (MMC), which is composed of the 17 mayors of NCR, has approved a sweeping ban on street parking along primary roads, with restrictions also set on secondary roads during peak hours.
The measure, passed during the MMC meeting at the MMDA head office in Pasig City, is contained in MMDA Regulation No. 25-001, or “Harmonizing Public Street Parking in Metro Manila and for Other Purposes.”
MMDA Chairman, Atty. Don Artes, said local government units (LGUs) will be required to pass or amend ordinances consistent with the regulation, in line with the President’s order to maintain cleared roads, prevent obstructions, and ensure smooth access for all road users.
Artes said that illegal street parking has become a major cause of congestion, delays in emergency response, and economic losses. The ban now covers the following major roads:

Pres. Quirino Ave. (Roxas Blvd. to R10)
Araneta Ave. (N. Domingo to R10)
EDSA (Monumento Circle to Macapagal Ave.)
Katipunan/CP Garcia (C5) from Commonwealth Ave. to South Super Highway
Southeast Metro Manila Expressway (C6)
Roxas Blvd. (P. Burgos to NAIA Road)
Taft Ave. (Lawton to Redemptorist)
Osmeña Highway/South Super Highway (Quirino Ave. to Nichols Interchange)
JP Rizal (Pedro Gil Tejeron, Manila to P. Zamora, Taguig City)

Meanwhile, street parking on secondary roads may still be allowed by LGUs, except from 7 AM to 10 AM, and 5 PM to 8 PM. The ban does not apply to emergency vehicles, stalled vehicles, or authorized service vehicles. PUV terminals (illegal terminals) along major roads are absolutely prohibited.
Violators will be penalized under the Metro Manila Traffic Code of 2023 and monitored by the new Swift Traffic Action Group (STAG) equipped with body cameras. The policy is expected to roll out before the Christmas rush to help ease gridlock during the busiest season of the year.
Earlier, the City of Manila had declared more than 60 thoroughfares within its jurisdiction as No Parking and Absolute No Parking zones.
