Sec. Dizon to challenge LTO to do a better job at delivering plates
Last Friday, newly-minted Transportation Secretary, Vince Dizon, told reporters that if it was up to him, he would direct the Land Transportation Office (LTO) to just refund the money paid by motorcycle riders on the still undelivered license plates.
During today’s press briefing at the DOTr office in San Juan City, MotoPinas.com asked Sec. Dizon if they’ve already discussed the issue of motorcycle plates backlog with the LTO and if there’s an action plan in place.
Sec. Dizon said that though the DOTr under his leadership and the LTO are yet to sit down and discuss the issue, he is going to challenge Assistant Secretary, Atty. Vigor Mendoza II and the LTO to finally put an end to the MC plate backlog.
“Hindi pa po, pero yan po ang sasabihin ko sa ating LTO Chief,” said Sec. Dizon.
(Not yet, but that’s what I’m going to tell [end the plate backlog] our LTO Chief.)
“Now, there are motorcycles from 2014 without license plates, and to this day, they still haven't received their license plates and that's a shame. Then they already paid. Maybe, we owe it to them [riders] at the very least. I don't know if that's possible or legal, or maybe our LTO officials will be subject to COA audit. But I will pose that challenge to our LTO: can we return that license plate fee?” he added
The new DOTr head honcho further explained that as government regulatory agencies, it’s their job to make people’s lives better and not miserable by enforcing laws but are unable to deliver their mandate – just like what is happening to the license plate backlog.
72-hour license plate delivery
So, here’s another challenge to the LTO, says Sec. Dizon: license plates should be delivered within 72 hours to the owner upon purchase of a new motorcycle or motor vehicle.
“And is it possible, moving forward, that when the time comes and this license plate backlog is resolved, it will not happen again? And is it possible, within 72 hours of purchase, can they get their license plates for both motorcycles and 4-wheeled vehicles? It's probably not that difficult. So, I will pose that challenge and we will see if the LTO can deliver,” said Sec. Dizon.
