Driver's License card request and claim for LTO-NCR clients
If you’re a motorcycle rider, or a driver of a motor vehicle (MV), there’s a big possibility that you’re one of the millions of Driver’s License (DL) holders who were issued a temporary paper print of your DL. An electronic version of your DL is also available through the Land Transportation Management System portal.
This recent DL plastic card shortage was a result of some “procurement issues” between the Department of Transportation (DOTr) and the Land Transportation Office (LTO) in 2023.
Fast-forward to the present, both the DOTr and the LTO have since fixed their issues and claims that there is now a steady supply of plastic cards. For those who are still with their paper DLs, there is actually a way for you to check the availability, as well as request the printing of your DL plastic card – if you’re license was issued by any of LTO-NCR’s offices.
LTO-NCR’s licensing centers are: NCR - Regional Office (G. Araneta Licensing Section), Caloocan Licensing Extension Office, Las Pinas Licensing Extension Office, Manila Licensing Center (Western), Manila LC - Renewal Section, Paranaque Licensing Center – PITX, Pasay City Licensing Center, Quezon City Licensing Center, Quezon City LC - Renewal Section, San Juan Licensing Center, Taguig Licensing Extension Office, and Valenzuela Licensing Extension Office.
LTO-NCR’s District Offices are: La Loma District Office, Makati District Office, Malabon District Office, Manila East District Office, Manila West District Office, Marikina District Office, Paranaque District Office, Pasig District Office, Pateros Extension Office, Quezon City District Office, and San Juan District Office.
Meanwhile, LTO-NCR’s Driver’s License Renewal Offices (DLROs) are located in the following malls: Ali Mall Cubao, Araneta Square Mall Caloocan, Eastwood, Ever Gotesco Mall Commonwealth, Fisher Mall Malabon, Metropoint Pasay, Robinsons Metro East, Robinsons Novaliches, Robinsons Place Las Pinas, Robinsons Place Manila, SM Manila, SM North EDSA, Tiendesitas Pasig City, Venice Grand Canal Mall and Zabarte Town Center.
How to: request DL card printing
So you’re one of the millions who were issued a paper DL, go to this website: https://www.ltoncr.com/dlcardrequest to request a print of your back-log Driver's License Card.
Take note that this is specifically for DLs that were transacted in offices under the Geographical Area of Responsibility (GAOR) of LTO NCR (see above).
Check your Official Receipt (OR) for your LTO Client ID Number and select the LTO field office and office code number. The LTO field office and office code number must be the same as indicated in your OR.
Additionally, enter your DL number, DL classification (Non-Professional, Professional), first name, middle name, last name, gender, birth date, email address, and contact number.
After submitting the form, you will be redirected to a page that says your LTO field office “will verify and check whether your Driver License Transaction was really processed at their office.”

How to: check availability
To check for availability, just log into https://www.ltoncr.com/dlcardinquiry and enter your DL number, or search for availability by entering your first name, middle name, last name, and date of birth. Click on “search”.
If your DL card is ready, you will be directed to the LTO field office for pick up. Take note, LTO-NCR requires you to pick up your printed DL card in person.
