LTO to summon counterflowing Skyway Stage 3 enforcer
A few weeks ago, James Deakin’s son’s traffic violation on Skyway Stage 3 went viral, sparking fines, penalties, and ironically, a minor reform in a system long behind the times.
Now, the spotlight has turned to Skyway itself. This time, it’s the law enforcers caught on camera performing a reckless, dangerous maneuver, which are actions that should be unthinkable for those responsible for enforcing road safety.
Dashcam footage circulating online shows a Skyway Stage 3 law enforcer, riding what appears to be a BMW F 750 GS, executing a U-turn and counterflowing along the elevated tollway’s southbound curve between the C3/R-10 exit and the Quezon Avenue toll barrier. The maneuver has been widely criticized as hazardous and strictly prohibited, especially on high-speed expressways, putting themselves and other motorists at serious risk.
The Land Transportation Office (LTO) has made its position clear: the erring law enforcer will face a Show Cause Order (SCO) once identified.
“Road safety is the responsibility of all road users, including those assigned to enforce it. When a violation is proven, the LTO will act swiftly and firmly to maintain safe travel for all motorists,” said LTO Chief Markus Lacanilao.
As part of the investigation, the LTO’s Intelligence and Investigation Division (IID) has formally requested assistance from SLEX Manila Toll Expressway Systems, Inc. to help identify the motorcycle and rider, since the patrol vehicle’s plate number is unclear. The IID also requested access to all available CCTV and traffic monitoring footage capturing the patrol’s movements before, during, and after the incident.
Once the registered owner and rider are positively identified, they will be immediately issued an SCO and required to submit a verified explanation for their actions, accounting for why they should not be held fully responsible for the violations.
